The concept of ‘irregularity assemblages’ captures how migrants’ ‘irregular condition’ is produced by the interplay of several factors, including immigration and asylum laws, policies and practice, labour market and welfare regimes, and political, media and public narratives. Welfare and labour market policies, in particular, play a central role in shaping irregularity.
Irregularity is also shaped by migrants’ social position. Who counts as an irregular migrant varies across countries and at national, regional and local levels.
Cities and municipalities often take a more pragmatic approach to irregularity and offer more extensive access to welfare services to this group of migrant compared to minimum national standards. While there is a strong policy emphasis on irregular border crossings, migrants find themselves in an irregular situation due to gaps in administrative procedures.
