Key Findings

  • Forced migration to Europe has not led to a change in values.
  • At the same time, pre-existing differences in the understanding of values between EU member states and the national level have become more apparent.
  • Debates on the foundations of the EU should take a rights-based democratic perspective. This perspective acknowledges different interpretations of values and norms around migration.
